I don't know what CME are doing, but that's about the same amount of time or less that my BK or 8X appear in MIDIWrench, I think they are defaulting to searching/finding/pairing the moment they get power, and its some very efficient code, so it happens fast. Every time, the WIDI adapter appears in the iPad *before* the 8X completes the boot process, which is unnerving at first, but after a few times, you see it doesn't affect anything... VERY COOL!
