can someone remind me as i have forgot and got confused

when there is a flat or sharp notation within the musical notes is it convention to notate this before the note to be flattened / sharpened ?

i thought yes but have got confused and now

am unsure if its me reading the notes wrong or missunderstanding the above

ps i have a piece of music where its in the key of g so f's are sharpened
in a small section of the the notation there is an f note, then a sharp symbol and then an e note
this is my source of confusion as you can sharpen the f but not an e :?
 
The notated F is an F# because of the key signature. The sharp symbol followed by an E means exactly what it says, E raised by one semitone, i.e. E#.
This is the same sounding note as F natural, but it's written as E# because it's more correct than writing F natural in that case.

The AB (Associated Board, UK) guides to music theory (parts 1 and 2) concisely explain all this sort of stuff and are a cheap and easily available reference source worth having.
