But my brain and fingers can't fit it into a 3/4 bar....

Yeah, I think it is. Good old-fashioned F mixolydian!

Assuming that the first note is beat 1 of a 3/4 measure, then the run (all eighth notes) ends on beat 3 of the next measure. That's a little unintuitive, which might be what's throwing you off. These sorts of things would more typically land on a downbeat--beat 1 of the third measure in this case. But that would require 12 notes, and you only have 10 here.

Granted, this clip is out-of-context. Maybe it is really starting on beat 2, in which case it would land on a downbeat? I'd need to hear more of the surrounding material to tell for sure.
