Has anyone here read it (in Russian or in English) and can comment on what they thought of it?

This feels like the sort of thing that ought to be on a composer's bookshelf... it also feels like a lot of $$$ to put into a book on spec that it would be useful. The table of contents (shown at http://www.musicforaccordion.com/Boutique/inform/lips_book/kslips03.htm) is encouraging - but the question is how much does he actually say about each of those topics listed:)
 
It looks interesting. I am curious to hear opinions too since, even though I don't play classical music, this book may be a good resource for arranging other genres as well.
