The old spinning wheel in the parlour: meaning of notation?

I have this elderly arrangement of “The old spinning wheel “ in AAA Notation.
What puzzles me is how do I play the bass line in measures 1, 2, 5, 6, 7, 8 & 9? In particular, the fundamental bases  :huh:

Can someone please enlighten me?
