So I take it tuning while the reeds are in the accordion is out of the question. Am I right in thinking this will work...1.Remove rust and voice the treble reeds, reglue the plastic valves. 2. put the assembled reed blocks into the accordion and using the switches to isolate the low and middle reeds individually while inputting all the info on a tuning chart. 3. build a tuning table and tune the reeds taking in account the offset in values since the tuning will be different outside the box. Another question I have is what adhesive do I use for the plastic valves? Thank you.

That is a technique that will work, although it needs to be repeated a few times for the most precise final result. I try to adjust the tuning by "feel", not measuring the change in the offset until I put the reed blocks back in. It on average takes about five turns (measure, take reed block out, tune, put reed block back in) to reach very near perfect tuning.
As for glue, I always use Pattex shoe glue. I first used shoe glue I got in bulk from a shoe maker (repairer) but it required regular thinning and in the end was still quite wasteful. The tubes of shoe glue are much easier to work with.
