Using the foot switches to change registers doesn't work as programmed

I am new to the Fr-7x. In response to some post somewhere, I am writing these points.
Using the example set from the factory (set 30), which is a great starting point to learn some of the basic capabilities of a set, the foot switch changes the register as would be expected.

If I push the orchestra button, the register foot switches does nothing. I would consider this a bug, but maybe Roland considers this a feature.

Is this the system behavior or can this be programmed to work even for orchestra settings?
 
First of all do you have the Manual for the FR-7x ????
If you do go to section ( 10.3 Pedal Controller ) It starts on page 87 and explains the pedal functions, programing & uses.

Thanks for the reminder to get back to my studying. Still, whenever I touch the Orchestra button, the foot-switch does not change the register.
In other words, in order to choose a Orchestra sound by hitting the Register foot switch, you must configure the register to play the Orchestra sound (linking it). I think this is a bug, but am willing to accept any explanation as to why anyone would want it to be that way.
