Weak sounding note

Hi, I have been having a go at restoring a Hohner Imperial 2, on the treble side I have tuned , two voice, new valves and rewaxed and I'm really pleased with the results, EXCEPT, the E note above middle C, its weak on both reeds, the response is good and they are both in tune, I took the reed block out and tried it on the tuning bellows and the same, both reeds sound weak, any ideas, not sure if they were weak when I got it as it was in a mess, is it something I've done??????
