Each reed here has 2 leathers 1 outside as in your picture and 1 inside the reed block which will most likely be in the same condition.
To repair this properly you will have to remove the reeds from the reed block replace the inner leather & rewax the reed back in place.
These days the average repair shop will charge $5 to replace an outside leather & $8 to replace an inner leather. If you do the work
yourself the savings are considerable. Before you make a decision please give this a read ---

A good article but the advice to replace inner leathers while the reed is in the reedblock is a proceedure I myself don't
recommend. Proper inner valve replacement is to remove the reed, install new leather, & rewax the reed to the reedblock.
