Ok...three weeks of pouncing about and fettling inside accordion and problem resolved....
Solution was to change inside valve....

That's the one that needs to close when drawing. If it's bad, it may close late. At the moment that happens, the tone gets louder and slightly lower, assuming that it managed to start with the valve still partly open.
