There's a great recording of the Exodus theme by Ernest Ranglin, and it does go a bit like that, but that's not what I had in mind:

It's about transport.
 
I knew I'd pick a stupid tune. I wasn't trying to be clever, it was something that came up in conversation at the time... It's a standard, I would say, not some obscure reggae or liscio or anything...

It's about inefficient maritime transport.
 
This is a lot more difficult than I imagined. I've been thinking inland water but can't make these notes fit with Loch Lomond, The Lakes of Ponchartrain or On the Bayou. Not to mention any number of rivers. I'm afraid I'm stuck. Any further clues?
