I guess he just liked the full sound of the bass. He removed the metal bass register levers and glued the register slides (it looks something yellow like voice wax).the old owner glued them all.

It will require a lot of your patience and skill, but I believe you can do it. If you don't dare to do it, you can always take it to a repairman.
- Study the photos to see what the removed metal levers look like and how they are attached: HERE and HERE
- Then measure the dimensions and distances between red plastic register lamelles and slide lamelles in your accordion and try to make missing levers out of aluminum
- In the meantime, carefully release the glued red slide lamelles so as not to damage them.
- Clean off any glue residue so the lamelles slide freely again
- Then insert the newly created alu-parts according to the photo templates and optimize their function.

That's good news, because in the case of most (especially Italian) instruments, it is necessary to completely disassemble the bass mechanics. It will make it a lot easier to take it out and get to the bass switches. However, with new spare parts, it shouldn't be a problem to repair it.
